考虑新能源性能风险的调频辅助服务市场出清与调度策略

摘要:

新能源机组具有控制灵活以及响应迅速等特点,在技术上具有参与电力系统调频的能力,如将其作为一种调频资源,将有利于缓解系统调频压力。考虑到新能源机组出力具有一定的波动性与不确定性,文中提出了新能源参与调频的辅助服务市场机制,以调频准确性概率指标评估其调频性能指标,进行其调频风险损失量化计算,建立了考虑新能源调频风险的市场出清模型;在实际调度过程中,考虑新能源机组实时调频准确性与历史数据的偏差,构建了基于模型预测控制的实时调频调度模型,根据调度结果和机组实时出力的准确性指标对调度进行反馈校正。提出的市场机制和调度策略既充分利用新能源作为调频资源,又有效地控制了新能源调频出力不确定性的风险。仿真结果验证了模型和算法的有效性。

Clearing and Scheduling Strategy of Frequency Regulation Ancillary Service Market Considering Performance Risk of Renewable Energy

Abstract:

The renewable energy unit has the characteristics of flexible control and rapid response and the ability to participate in power system frequency regulation. If it is regarded as a frequency regulation resource, it would be beneficial to relieve system pressure. In this paper, the ancillary service market mechanism of renewable energy participating in frequency regulation is proposed considering the output fluctuation and uncertainty for renewable energy units. The performance index of frequency regulation is evaluated with the accuracy probability index, the risk loss of frequency regulation is calculated quantitatively, and the market clearing model considering the risk of frequency regulation of renewable energy is established. In the practical scheduling process, considering the deviation between the precision of real-time frequency regulation for renewable energy units and the historical data, a scheduling model of real-time frequency regulation based on model predictive control is constructed, and the feedback correction is used in scheduling based on accuracy indicators of scheduling results and real-time output of units. The proposed market mechanism and scheduling strategy not only make full use of renewable energy as the frequency regulation resource, but also effectively control the uncertainty risk of renewable energy output. Simulation results show the effectiveness of the model and algorithm.
