Abstract: The feature of non-scale and insufficient juridical person qualification of the community social organization（CSO）became the basic obstacle of CSO providing public service.thus,partial economy developed area had tried to construct project organization and purchase its service to assess supervise and hatch the general CSOs,and the organization itself has also become the supplier of the second –level service of public service in communities.However,in order to avoid its externality,hub organization must be stripped from the primary system through system construction.Under the current budget constraint,the government had to evaluate the CSOs by democratic appraisal mode of multi-party participation to replace the routine assessment,and formed a contingent governing structure.
