美国2014年新农业法案的特点、影响及其启示

Abstract: 美国农业法案是农业补贴制度化的主要形式。2014年美国新农业法案具有农业支持手段出现重大调整、农业支持预算总量稳中有降以及农业支持领域继续扩展等新特点。新农业法案的一系列变化体现出了美国农业政策的调整以及新政策运行机制的变化,势必对美国农业生产者、农产品市场以及农村发展产生重要影响。借鉴美国经验,中国应当适时调整农业政策、逐步完善农业补贴政策,并应尽快健全农业保险制度。
