Abstract: Industry agglomeration in less developed area has long been in low-level equilibrium trap.Through the research on influencing mechanism on low level development of poplar processing industry agglomeration in North Jiangsu,we found that economic-cultural inhibition cycle leads to a low level of industrial agglomeration in less developed areas.Based on this,we put forward the economic and cultural disinhibition mechanism for industrial agglomeration to relieve the inhibition on and realize rapid development of industry agglomeration through economic and cultural linkage
